Contracts/Financial Analyst

Favor TechConsulting (FTC) is seeking a full time person to be the Acquisition Program Professional on a four-person Program Management Office (PMO) supporting an Intelligence Community Federal Cyber Center. The Team provides program management, acquisition, budget planning, and contract management support for the client.  This position is located at the client’s site in Reston, Virginia.   The candidate will be responsible for the development, overall acquisition strategy, and implementation and execution of all client requirements.   

 

Essential Job Functions & Responsibilities

  • Advise and assist the PMO and, ultimately the client, in planning and executing its acquisition activities by following the IC/DoD acquisition policies, processes, and practices
  • Create, document, oversee and implement acquisition strategies
  • Develop a framework for managing the acquisition projects
  • Improve acquisition processes and transactional business management services
  • Plan and support required procurement artifacts and activities
  • Establish transparency and accountability via program status and reporting
  • Input Acquisition Planning Records (APRs), Interagency Acquisition Planning Records (IA APRs) and Requisitions (REQ) into the Contracts Management System (CMS) and track progress through the CMS approval process
  • Develop and manage all supporting documentation for APRs/IA APRs and REQs to include cost estimates, market research, and justification for other than full and open competition, Military Interdepartmental Purchase Requests (MIPR) and Service Level Agreements (SLAs)
  • Create and execute funding and budget baselines and plans to include spend line identification and change request processing in support of IC SCC
  • Work with functional and technical program personnel to develop requirements and interface with other branches as needed for acquisition lifecycle support
  • Establish, coordinate and recommend acquisition lifecycle processes and procedures
  • Utilize all necessary systems and processes to ensure full acquisition lifecycle support
  • Assist in identifying and documenting Unfunded Requirements (UFRs)

 

Required Minimum Qualifications

  • Active Top Secret with SCI
  • DoD or IC acquisition, financial management, or program management experience
  • Planning, programming, budgeting, execution (PPBE) experience
  • No degree and 20 years of related experience, bachelors plus 10 years of related experience, graduate degree plus 5 years or related experience
  • Strong customer service and interpersonal skills
  • Excellent written and verbal communication skills
  • Strong proficiency in MS Excel, Outlook, Word

 

Desired Qualifications

  • PMP
  • MBA or MPA or JD or MS in Business
  • Contract Management System (CMS) experience
